Kwinana Council approves ‘racist’ street name at new Florence Estate that carries jail time in South Africa

A southern suburbs council voted against using one innocuous street name while approving another that could send you to prison overseas at its latest meeting. On Tuesday, October 23, nine new street names were listed for approval by Kwinana council to be used at a new estate in Mandogalup. One name listed was Kaffir Way, a word that has a deeply offensive history in South Africa. The word kaffir is considered one of the most offensive terms that can be used in South African English. In 2018, a South African real estate agent was jailed for using the term while abusing a black police officer. But it also refers to the kaffir lime tree, sometimes called a makrut lime, which is commonly used in South-east Asian cooking. Alternative names listed included Phlox, Agapanthus, Liatris and Pansy. Satterley applied to the Kwinana Council to have the street renamed to Phlox Loop. Conflict strategist and mediator Sarah Blake said the community deserves better. “Street names often have a lasting impact on our community; not only are they a place, they set a tone and often become a deep part of our childhood stories,” she said. “I remember the name of my street growing up and thinking of it brings up so many memories. “So for a city with such cultural diversity to name a street with such stark racist and divisive connotations is appalling.” Kwinana mayor Peter Feasey blamed the State Government, saying the determination of names for new roads is part of its process. “It is a requirement of the process that the names be endorsed by the local government,” he said. “In this case, the road name has already been approved through the State Government’s Geographic Names Committee, and the road has already been named. “The inclusion in the report is related to acknowledging the road extension, rather than endorsing the name.” However, two names included in the report were changed at the same meeting: Grow Loop and Giles Road. Cr Erin Sergeant proposed using the name Astilbe over Grow, as the latter did not have the same “prestige”. She also proposed changing Giles Road to Bungaree Road saying “after reading the road name histories, Bungaree had more cultural connection and significance to Kwinana than Giles Road does”. None of the councillors objected to the use of Kaffir Way or proposed an alternative. Ms Blake said a simple Google search “tells the story”. “So one is left wondering, are their systems and checks broken or was this an intentional play on words?” she added. “Can you imagine having to share your address, especially if the word targets you? “Either way, it’s the wrong sort of conversation that emerges and some damage control should be undertaken. “There’s a risk that this action will embolden people to claim ‘you’re too sensitive, it’s just a word’, but words hurt, words carry history and words create division. “Kwinana is a community that has often had to wrestle with their diversity and inclusion. “It’s a housing destination for many First Nations people and immigrants but it’s also home to our Premier, so this level of disrespect is disappointing and requires a comprehensive response.”
